The Basic Education Program (BEP) is the funding formula through which state education dollars are generated and distributed to Tennessee schools. There are four components in the funding formula: instructional salaries, instructional benefits, classroom, and non-classroom. The BEP components serve as the basis for calculating the level of funding for each school system. While the components provide the basis for calculating the level of BEP funding for each local school district, the BEP does not prescribe specific levels of expenditures for individual components. Total costs are calculated by applying cost specifications to the districts’ average daily membership. Equalization shares responsibility among the local school systems and the state based on variations in the cost of delivering services to students and in relative fiscal capacity.
